4 best HR software platforms for UAE companies (2026)

Global HR platforms are excellent at records and weak at UAE payroll. This guide ranks by the thing that actually breaks: WPS files, gratuity calculations, visa expiry tracking and multi-country GCC payroll.

Expert Choice

Bayzat

  • WPS-compliant payroll and gratuity built for UAE labour law, not retrofitted
  • Insurance administration handled alongside HR records
  • Employees actually use the app, which keeps records current

Where it falls short: Pricing is quote-based and rises with insurance modules, and its value drops sharply outside the UAE.

Comparison table

Prices are taken from official vendor pages and dated. “est.” marks a derived figure; “Custom quote” means the vendor publishes nothing. A free trial is never labelled a free plan.

  • Arabic-first interface option
  • Strong self-service and approval workflows

Limitations

  • Reporting is less polished than global platforms
  • Implementation needs internal HR ownership

Strengths

  • Very low per-employee cost
  • Deep integration with Zoho Recruit, Books and CRM
  • Flexible custom forms and workflows

Limitations

  • UAE/KSA payroll requires Zoho Payroll availability or a third party

Deel

Best for: Companies hiring remote staff or contractors across borders without setting up local entities.

The default for hiring people in countries where you have no legal entity — an EOR with contractor management attached.

Strengths

  • Employer-of-record coverage across a very wide country list
  • Contractor onboarding and compliant payments in minutes
  • Clear, published per-seat pricing

Limitations

  • EOR cost per head is far above running your own entity at scale
  • Not an HRIS for a single-country workforce

UAE / GCC fit

Common route into GCC hiring before a trade licence exists; also used to employ MENA talent from abroad.

How to choose

  • Single-country UAE workforce? Prioritise WPS and gratuity handling over feature count.
  • Headcount across UAE, KSA and Levant? You need per-country payroll rules — ZenHR over a global HRIS.
  • No legal entity in the country you are hiring in? That is an EOR question, not an HRIS question.
  • Already on Zoho? Zoho People is the cheapest credible option, but confirm payroll coverage for your market.

How we selected

For this guide we assessed platforms with real UAE or MENA deployments against local compliance depth, published pricing, and how much HR admin they genuinely remove.

How we score software

Weighted criteria applied to every product in a software category. Scores come from official documentation, published pricing and regional deployment experience — not hands-on lab testing unless stated.

Frequently asked questions

What is WPS and does my HR software need to support it?

The Wage Protection System is the UAE’s mandated salary-transfer mechanism. If your platform cannot generate a compliant WPS file, someone on your team will do it manually every month.

Can one platform cover UAE and Saudi payroll?

Some can, but rules differ — GOSI and Saudization in KSA, WPS and gratuity in the UAE. Confirm per-country payroll modules rather than assuming regional coverage.

Is an EOR cheaper than setting up an entity?

For one to five people, usually yes. Beyond that the per-head monthly cost typically exceeds the cost of a local entity and its administration.
